How do you declare for the NBA Draft?

Who knows, you could be pluck up late and be the Tom Brady connected with the NBA (I don't like him, but I'm referring to the point that he was picked relevant late and is a star now.) Probably not though. Haha. Um sorry I wasted a space on this question but I'm not for sure sure.
